Sounds like another urban legend. I always disassemble and clean every gun I buy before taking it to the range new or used.
When a LEO is issued a weapon (and most these days seem to be Glocks) one of the first steps in the qualification course is familiarization with function and learning how to clean it. Some LEO's going through these classes have tons of experience and some have never shot a handgun in their lives. Everything has to be covered for those with zero experience for liability issues.
