This depends in part on the angle you are shooting into the water. The more shallow the angle the more likely it is to skip away. We used to shoot into water from 100 yards up a cliff and we were shooting at around 80 to 85deg angle. This would cause a nice fountan to shoot back up out of the water and my father got a picture of it once.
If you are standing on a bank then no do not shoot into the water.
