I wouldn't say necessarily. It could just as well mean keeping threats out of one's home, while finding ways to improvise and adapt said home to make the best of it. So while one might have a year's supply of food, he might still have to make adjustments like figuring out how to block all the entrances, figuring out what items could make weapons (dog gone-it, all the good stuff is out in the inaccessible tool shed...), etc.
