Does smoke block IR? If so you could probably burn tires or somthing like that.

Default how much earth cover

there should be some way to dig a hole and bury yourself.

Think about a realistic scenerio. Some raghead floats a nuke into LA or other seaport so martial law is declared. The troops, possibly foriegn U.N. troops, or mercenaries move into the area. You aren't convinced that being herded into a "relocation camp" is a good idea so you take off on your own to an undisclosed location. I would guess not being willing to be herded into a camp probably makes you a "hunted criminal" at this point.
