Sort of like what are the specs for a car. It could be anything.

A fallout shelter has some means of supplying filtered air, and keeping out anything in the way of dust. Extrerior will provide some degree of shielding, and physical security. They can be built of any material (concrete, block, metal, wood even) since most of the shielding comes from the soil covering it.

You can get in on one of those surplus silos that contractors are refurbishing into survival condos.

The best thing to hope for in a nuclear war is for you and your loved ones to be at ground zero vaporized in a millisecond and done with it.

Temporary survival in the world that followed the conflagration would not be one you would want to live anyway.
