if shtf. what will stop the flames? no water, no gas for pumps, no workers to man them. Plenty of idiots who just HAVE to do dope, drink, smoke, and have no clue how to control a fire properly. So much for "bugging-in", in most cases. :-)

Yes, at TEOTWAWKI, there will likely be no controls over natural (or man made) disasters.
However, prior to about 1950, in much of the US, there was no man made controls over that anyway.
I live in a rural area. My homestead has never been engulfed in a forest fire. In the past 300 years- before that- who knows? Yet we have had idiots and lightning for a long time. Our fire service consists of volunteers from the neighborhood. Water? We draft from a number of lakes and farm pons- or the river. No public water system in most of the county. Same for the Rescue Squad. The last people to run out of fuel will likely be those folks.
More likely to see firestorm in urban areas. Higher number of idiots per square mile.
Does the OP really sit around biting his/her nails over things that are completely outside of his/her control anyway, or is he/she just trying to get a response from other people?
Forest fires happen with some regularity in places like California, but it really isn't much of an issue other places. Plenty of morons throw their cigarettes out the window of their car and fall asleep with them hanging out of their hands. Apart from killing off hippie tree huggers and smokers who aren't smart enough to put their butts out, it hasn't much affected the population at large.
Fire is always a danger and is an ever present problem whenever flammables and fire are in close proximity to each other, but I'm pretty sure the world wasn't burnt to a crisp in all of human history before fire departments were established and I'm pretty sure most of us will get on just fine after the fire trucks stop coming.
If you want to know what will be a major problem after SHTF, look at the major problems that third world countries have.
