Depends on what kind of shotgun and what you will be using it for. If it's HD I stock up on target loads for practice and 00 buck for defense situations. As for the amount I try to have at least 300 rounds per gun on hand.

Good advice Silverado. Good policy.
I was thinking today, however, I have about 200 rounds for my 12, only about 50 for my 20, few hundred for the pistols, and about 1500 for the AR. 1500 rounds even is not a lot when/if that's all I have...ya know? IF the worst happens?

Yeah I hear you but IMO the dead don't need any ammo and if I have to there's a ASP that isn't that far from where I live

Tell ya what, if you're in the city, and need to bug-out swing by the ASP and make your way to MI. We have 10 acres, pond, large barn, defensible place. Will trade room for guard duty and ammo!

"Best" is subjective...hit the wally world, 20 bucks for the Federal all purpose load, 100 per box (well, here in NC it is...) Gotta figure if you're stockpiling you're going for bulk, right? Been buying a box a week for a while now and I have enough to build me a little bunker!! Of course, if you have the means to buy say 500-1000 at a time, 12 ga is hardly expensive, won't take much googlin' to find the right deal...

Buy a lot of everything. Wal-Mart has the lead Winchester 6, 7.5, 8 shot for $4.97 all the time. I personally prefer the 6 for rabbit/squirrel.
Then start buying the 15 pack slugs for under $10. If you have to go to slug in a SHTF situation, it won't matter if you keep it in an 2" circle. You hit someone with a 1oz 12 gauge slug they are going down.
Around me Farm&Fleet will sell the plain brown package of 00 Buck Military Grade made by Olin for $2.99/5. I have about 400 round built up and if I see it a that price anytime soon will be adding another 100-200.
There is so much variety of 12 gauge ammo out there at cheap prices you can't hardly go wrong. The only time that I spend more on 12 gauge is if I am going deer hunting and I need the Rem Sabot Slugs that my guns shoots great or the Steel loads for duck/goose.

The late Col. Jeff Cooper called ammunition "Ballistic Wampum". Lay in a bunch of 00 buck and slugs, but don't forget game loads. Shotgun shells are still very affordable, so stock up. What you may not need becomes trade goods. It's pretty easy to have a nice healthy supply quickly, even on a tight budget.
