You have posted several very basic hunting questions- which indicates a low experience level. Most states will require a hunter safety course for novices before you can get a hunting license. I am going to suggest you contact your state Game dept/ Natural Resources Dept, find out where and how you can sign up- and go take the course. There is small game here in VA, and upland birds that do not exist in YOUR state, and vice versa.

You should have plenty of Jack Rabbits. P-dogs also. They are targets of opportunity.
