It depends where u are. Most times it just a hunting lic and then a state and fed duck stamps. That is how it wad back in alaska.

No! you need a waterfowl license and a federal stamp that you buy at the post office. That goes for any waterfowl. Here in NH you can only use steel shot, even if you are 100 miles from a waterway or pond.
