I think Texas and Utah do. Most states that did haven't since the 80s and 90s. It's apparently wrong to give money to people who kill animals. But you can still receive money privately.
Don't quote me, all the dogs I cashed in on have been from private ranches/farms. You have to hit up your state treasurer
