DefaultBuild me a walking varminter

Ok I had a thought about a nice walking varminter rifle for ground hogs. I want a 308 win caliber and it will be chambered and throated for Sierra's .308 DIA 110GR HOLLOW POINT VARMINTER.

What action barrel stock and optics would you chose and why? the price limit would be $5000 for the entire package with optics.
