It is certainly possible to buy a gun in most other states and have it transfered to CA. I say most states. In NJ you are not allowed to even handle a gun in a shop if you don't have an NJ permit. The same is true in IL if you don't have a FOID card. Only permanent residents can posses an NJ permit or an IL FOID.
It is however very easy to purchase either a hand gun or long gun via the Internet. Except states that have laws that permit one to purchase a firearm from an adjoining or contiguous state, all out of state firearm purchases must be transfered to an FFL in your state of residency.
