I'm not a lawyer but I'm pretty sure legal immigrants can purchase guns if the circumstances are fitting. Much depends on the state where you live (assuming you're living in the US) and your exact residency status.
An FFL stands for Federal Firearms License, which is the "credentials" all firearms dealers (gun stores) must have to do business. I'd go to your local gun store and try to purchase what you want - fastest way to find out for sure...
As pointed out the FFL refers to the dealer that must transfer the firearm to you. You would not need a FFL transfer for a slide but you would for a receiver as this is what the BATF considers to be the actual firearm.
In terms of citizenship status please refer to the link below. I do not know how valid or current the information is or whether certain restrictions have been put in place post 9/11 that are not reflected here.

A little late here sorry... Depending on what company you are trying to buy the items through they may have an in house policy about selling certain things without an FFL even though one is not required. Brownells for instance offers factory parts and some are very mundane but their policy is for FFL holders only. Some places won't sell short barrels or auto bolt carriers for AR's without a class 3 stamp, even though one is not required to purchase them.
