what about building a class3 weapon?

What about it? Yes, you can build a class III firearm AFTER you do the "Mother may I?" paperwork with the BATFE, pay them their transfer fee, AND have their approval.

Please note that you CANNOT make a full auto- there ARE other class III firearms, y'know. Short barreled rifles, short barreled shotguns, suppressors, etc.

Yeah I understand what they do, I have never described them as tax collectors ha.

Isn't that what every function of the federal government really just there to collect taxes? EPA, ATF, IRS (duh!), OSHA, etc.

Yes as long as your state allows clase 3 ownership short barrel shotguns are legal

Class III firearms include full auto, short barreled rifles, silencers, destructive devices short barreled shotguns, AND a group called AOWs- Any Other Weapons. If you convert a shotgun to a short barrel, it is an SBS. However, make a 12 g pistol from scratch, it is an AOW. That has a one time $5 Federal transfer tax. If laws in your STATE permit, and you can pass a background check to buy an ordinary firearm, you can own one.

Here is an example. These were never shotguns with a shoulder stock, and so are AOWs.
