So could I get the tax stamp before I purchase a suppresser or do I have too do it at the same time. Do I have to get one for each C3 item?

Each item is taxed separately. The serial number of the item is required in the application. You generally go through a dealer, purchase the item, file the paperwork with ATF, pick up the item from the dealer when the tax stamp comes in.
