Default Assembling an AR is Manufacturing?

So during my ATF meeting yesterday the topic of gunsmithing and manufacturing came up. According to the agent if you buy a stripped lower throw some parts on it you are now manufacturing a firearm and need markings, etc, etc. to include an 07 FFL. I was wondering if anyone else has heard of this because it sounds like a bit far fetched since there are already markings on the receiver.

You are manufacturing for resale that requires a different license. Its ok to build for your own personal use but not as a business unless you have the right nanny state permission.

My agent just told me adding value would be manufacturing. He also said you could use the serial number and caliber already on the gun.

I caked the same question to a ATF agent in Atlanta and didn't get a clear answer. I have built several lowers in the past year and didn't want to have to deal with any legal issues because of my gun building hobby.

Having just been through all of this.
if your business owns any firearm and you add any parts and sell that item of profit that is manufacturing an FFL 07 is needed.
As an FFL01 you sell the firearm first then take possession of it from the customer then add parts it's smithing.
Pinning an upper on a lower that your business owns is manufacturing.
Pinning after the background check is done, is gun smithing.
