Is the Winchester 67 a curio & relic?

because there is no serial # and was made up till 1963, does this make it ineligible for C&R status?
is there any other markings that will date this rifle?
My father bought it in the 1940's, and I have a photo of my brother holding it around that time.
I was wondering about the C&R status for selling purpose.

i just looked in my C&R list book...and i didnt see it the mod 67 in there...you could contact the BATFE and see if its on the list...i just got my C&R about 3 months ago '09' and this book is dated 2007?so its date...go figure
