Default 1903 lend lease???

Can anyone tell me what this mark means on the bolt of a 1903 springfield?

Not certain on this one, but sometimes parts were subbed out, and would bear a distinctive maker's mark on that part. Smith-Corona made bolts for the 1903A3, and the root of the bolt handle had a cross marking on it.

What we have here is... failure- to communicate.

I can't, but it is not lend-lease, or you'd find the royal arsenal marks elsewhere. Those are rare too.
