I have seen do it your self receivers for the sten mk2 where there is a template on the receiver blank that you cut into a fully functional receiver is this legal without any permits?

To answer your question, yes it is legal to make your own gun, but it can't be full auto and as a rifle it can't have a barrel less than 16 inches

and what would i have to do to be in 922r compliance?
It is semi I would assume, and it does not have to undergo 922 because it does not have a pistol grip therefore it is not considered an "assault weapon"

will the standard parts that come with the build kit fit a semi auto receiver?
If they come in the same kit then there is a 99.99999% chance they will fit.
922R applies to an IMPORTED firearm. If you are building your own, that is not an imported firearm. Be advised you are going to need a lot more pieces parts than just a receiver- http://www.indianapolisordnance.com/sten_mk2.html
