MAKING an AOW requires paying a $200 tax. Transferring an AOW tax is $5.00.
There is no license required, unless you are making them for sale.

My understanding of the law is that if you make a "zip" gun but it clearly looks like a gun and its for your own personal use not manufactured with the intent to sell that it's totally legit. No need to tell the ATF or even put a serial number on it.

Basically the same laws apply to 80% lowers.

You are correct, as long as the manufactured gun does not fall under the NFA. The OP is asking about smoothbore pistols which are NFA weapons.

Oh. So you could buy a rifled barrel and build the rest yourself then?
