From what I understand if you finish it for YOURSELF then its ok and no serial number is needed. As soon as you want to start making them for other people is when they want to start knowing everything. This is just how I understand the law I by no means am an expert on it.

If someone shares a CNC program with me, and I somehow find a shop that is willing to load the program into their machine. All I have to do is load the unfinished lower, let the machine finish the milling and drilling, and that qualifies?

There is a little more to it than that but basically I would think so. You might want to check into it with the batf

I'm just thinking if I get pulled over with one and worst case, officer looks at the firearm with no serial number...if the firearm does not have a serial number I thought that was a federal offense . I could be wrong but thanks guys

And I guess that could very well be true. The way it was explained to me is that if it is even just finished by you. Like in thw case of the 80% reciever it was considered a home made gun for personal use. As long as you are not selling them then it is ok. That is the way it was explained to me I'm not sure if that is 100% the truth. I have yet to look into it myself. I was alao told you don't need a manufacturer liscense to do this because it is not considered a gun until it is finished. Take my words with a grain of salt. This is what I was told by the smith at my lgs. I'm not sure if it is 100% true.

I'm considering ordering an 80% lower from Ares Armor. They actually have one that is already anodized, so no need for that. I would trust that if they're selling them, and advising on how to finish them, it's legal. I have not seen it mentioned here that you CANNOT transfer in any way. I saw someone mentioned selling it, but you also cannot GIVE or GIFT it. EVER. Also apparently, Ares Armor partners with a machine shop where you go there, clamp your lower in a CNC mill, and push the GO button. That counts as you doing it yourself.
