Default stuck lock

my brother inlaw lost the key to his trigger lock local gun shop says just drill it out?

Check with a locksmith. Sometimes they can surprise you with a low cost fix.

Really why would any adult gun owner use a trigger lock? The trigger lock was a Liberal proposal to emasculate gun owners. What use would the firearm have been in an emergency? Firearms go back over a thousand years. Gun locks are only as old as knee jerk reactions to gun ownership.
