Default Got a question

Can anyone id this for me.Is it a part or combo tool or what?
Someone asked this on another forum,and I found this site while looking for the info.Haven't had any luck identifying it yet.Any help would be appreciated.It was found in the pocket of a surplus tactical vest recently bought in bulk.

I remember seeing combo tools like that but don't remember exactly what it was for. If I knew I'd have told but I honestly forget what it's for. I've even used similar tools like it but can't remember what that 1 is for.
