Short answer, yes you can. If it is legal for you to purchase the same weapon. Basically what you build has to follow the same laws.

To agree with what the folks above me have said, the FRAME or RECIEVER is the part that IS the firearm. Barrels, triggers, sights, stocks, etc are just parts. So if you are considering jsut buying all of the parts and assembling a gun- to buy a frame, it will be treated as if it were a complete gun- and no, you cannot mail order THAT part.
