Short answer, yes you can. If it is legal for you to purchase the same weapon. Basically what you build has to follow the same laws.

What he said...plus, the legal firearm must be transferred by an FFL or machined from an incomplete blank; by you...for you. BATF considers the receiver of a rifle and the frame of a pistol the firearm.

Gunfreak, how about stopping by the intro thread and saying howdy?

To agree with what the folks above me have said, the FRAME or RECIEVER is the part that IS the firearm. Barrels, triggers, sights, stocks, etc are just parts. So if you are considering jsut buying all of the parts and assembling a gun- to buy a frame, it will be treated as if it were a complete gun- and no, you cannot mail order THAT part.
