There is a picture of it (well actually a similar device) in one of the old (late 60s, early 70s, published back when they were trying to educate the public on the new gun laws) yellow ATF supplied firearms identification books. It is classified as "any other weapon" and required a transfer tax, registration and all that to buy one. It's right up there with Cane guns, and alarm guns that didn't shoot blanks.
