Default flame throwers

Has anyone seen that video on youtube of the guy that made his own flame thrower (backpack style)? It worked really well apparently but I have heard the directions were removed for making it due to kids wanting to do it. Are flamethrowers like this legal?

They are either AOWs or destructive devices, I can't remember which. As such, you'd need a manufacturer's license to legally build one.
