Where was this poll created? The number of each caliber owned by the population is needed in order to evaluated the results. How many of these were by police and civilians?

Notice the axis label: Total Observations. It could be a graph showing how many of each caliber we're found by M.E.'s in autopsies during a certain period. Or it could be any number of other things. Without context there is no meaning.

If I read that article right, the graph is observations in a collection of fatalities over a certain time period. The full article also points out that the "mouse" gun calibers produced a considerably higher percentage of opponents who were NOT stopped. The author concludes that this may be due to novice shooters preferring the smaller calibers and their inexperience and lack of training are the actual cause of failure to stop an opponent. Whether that conclusion is right or not may be debatable, but that would be one possible explanation. Regardless, it's an interesting read.
