Here, in the Northwest, winter means nonstop amd unpredictable rain patterns. I dont mind wind, snow or cold, but rain keeps me away from outdoor activities for sure.

I'm ignoring everything I've read here.
Now, asking all over, fresh slate.
Is it reasonable to expect that, if a round expands in a couple jugs of water, it would likely do so in a "BG".
Likely, if a round expands in a stack of newspaper it too would in a man?
Of course the specifics are going to vary. Same as the possibility of two rounds from the same box doing two different things in the same target. Not all things can be taken into account, this is simply a preponderance and analysis of the likelihood.
Again, on a scale. Everything is math. Where on the scale do these fall. Is flesh more or less likely to be harder or easier to produce expansion than such testing. From there, how much of these options is needed to get as close as possible.

I think I'd instead cut up newspaper and fill the jugs with it, then saturate. Seems that's a pretty common practice. Perhaps that's what you guys were already talking about, I wasn't, but am meow. Can't wait to do some testing.

The 9x19 probably the most 'efficient' short barrel round in the world! That is why I advise anyone who is going to get a derringer to get it in 9mm!!! 
The 'jug' test is a good 'comparative' test, but it does not simulate live tissue.
That said, use the HP's as they will preform the same as 'ball' (non expanding) bullets if the velocity is to low, but if the velocity is high enough they will expand, just common sense!
