You could say that.

This is the invoice for the first M1 Garand I purchased through the DCM. The DCM (Director of Civilian Marksmanship) was a department within the Army that sold surplus weapons to civilians in order to get them to learn basic marksmanship skills. Congress later mandated that the program be taken over and run by a civilian corporation - now known as the Civilian Marksmanship Program (CMP). CMP Home

Of course the costs have increased slightly over the years.....
