Hit the gun shows, you can find mil surplus 7.62X51 ammo which is the same as .308 but has lower CAP than commercial ammo. You can get 600 rounds for about $70, don't try to reload them though the primers are crimped and you'll break your pin off. Its good FMJ ammo and cheap for plinking. The ammo i've shot is from Lake City.

You should check your post for typos. Your math is way off. I doubt there is surplus ammo out there anywhere for .11 per round. In most places, and I have looked, battle packs of 200 are going for more than $100. I haven't even seen any of that ultra-cheap junk ammo from places like India and Pakistan, which I sure wouldn't shoot through any of my guns. I know you are not going to get any ammo from Lake City Arsenal, which is good stuff, for the price you mentioned.

As long as it is brass and not steel you can reload it. There are tools available to remove the primer crimp, so crimped in primers are not a problem.
