DefaultBulgarian Ammo

has anyone ever found ammunition that they have to have cracked shell casings? I recently heard a story of someone getting some ammo from bulgaria that was bad

DefaultCracked shell casings

I bought some 7.62x54 ammo that when I fired it the necks would crack, alot of mil surplus ammo does this they are not loaded with with extreme accuracy, as it is mass produced to go bang!!! ( Hot loads )
