I dont know the cost of making bullets but wouldnt it cost more to make a HP because it takes more steps to produce? Ball ammo is a straight shot and done. Wouldnt a HP have more steps to make the opening and if its notched to expand thats another step involved in the making of the round?

I concur. I don't know if they're cheaper to manufacture, but they sure cost more to buy.
