i have always thought that smokeless powder was not explosive per say but burned very quickly giving off lots of gas. Pput under pressure i guess it can be considered an explosion. What can be dangerous is thinking that used primers that tend to go everywhere should never be considered inert. throw a bunch into a fire and an explosion will result/
