Don't you mean barrel/upper? the lower might be stamped 5.56, but there's nothing on it that is affected by the chamber pressures.

I lost my FFL in the same way. The area I live in is zoned residential/light business. The neighborhood I live in had a property owners association at the time. Due to the POA rules I couldn't renew my FFL. It didn't really matter, the guns I was selling were banned just a few years later.

The prices are high, but right now I am also having trouble finding the reloading components I want.

Well what I was saying about the lower was based on my ARs being manufactured instead of building my own. P.s. I have a Sig Sauer 516 & 716.

I've never been one to use Cheaper than dirt, but lookin on their website right now (I look, not buy) I can't help but think about the poor bastards getting raped on ammo prices. They actually have 1000 round boxes of Federal AE priced at $999.97. Talk about a way to alienate your customers. They have 1 brand of foreign stuff (armscor) that's under $1 per round, everything else is over that. Simply absurd. They have never gotten .01 if my money, and for raping people like that they never will. Hell, I can buy 1000 rounds on Gunbroker for little more than half that, and those folks are making a killing. Don't get me wrong, I support capitalism whole heartedly, but that is just plain price gouging.
