"once-fired" brass is generally spent brass from military or police ranges
and occasionally a civilian range. Since the military never reloads and
police rarely use reloaded ammo. You can with some degree of certainty
assume their brass is once fired. That is where the term comes from
it might have been reloaded or remanufactured product, you seldom will
know not that it matters alot. Inspect it carefully after resizing for cracks
and you should be good to go.
