What is the point of that plug? I don't understand what it's used for and why it's a necessity.

In a normal loading tube it will hold 4 or 5 shells but most states only allow you 1 in the chamber and 2 in the tube when Turkey or deer hunting so you just put the plug in the tube to block it from holding more than two rounds

Why do they limit the rounds a gun can hold for hunting? It doesn't make sense to me.

I don't know why they do it. It don't make much sense to me either but if they catch you without a plug in your gun you are going to face a hefty fine. So I just do what they say lol

I am of the understanding that its to prevent people from getting a large number of birds when wing shooting. You can spook up a big covey of quail, but with three rounds, you can only take three, and not thoroughly devastate that covey.

I didn't know you had to plug your gun when upland hunting

One of the reasons a lot of people still use doubles for hunting. The advantage of 2 different chokes can outweigh the advantage of the 3rd shot.
