I have a winchester 1400 ranger that double feeds .what i mean by double feeds is somehow two shells will get jammed in the reciever,one against the bolt holding the bolt back,the other against the first one angled to the mag tube above the loading gate.(the combo of both is what holds the bolt back)this doesnt happen every time .any thoughts or recomendations?

The part that holds the shells in the magazine tube is called the "cutoff." It may be worn to the point that it allows a shell to slip past it, which isn't uncommon in guns whichh have been shot a lot.

Sounds like the magazine throat, the platic piece in the receiver that the magazine tube scews into. If it is broken or worn good luck. There are very few left unless it is a 16 gauge. Put it in the closet untill somebody starts making them again. This part is the weak link in the Winchester shotguns.
