The PW in the Circle shown in your picture is a Winchester Proof Mark.
The purpose of a "Proof Mark" is to indicate that the part in question, in this case your barrel, has been tested with a Proof Load and is safe to fire with the designated ammunition and loads for the weapon.

Sniper nailed it. Among European nations, there are Government proof houses where all guns must be tested, such as the Birmingham proof House in Britain, the Liège Proof House in Belgium, etc. Here in the US, there is no govt proof testing, but major makers do their own. PW (or WP) for Winchester Proof, JM for Marlin, etc.
What we have here is... failure- to communicate.
