ML, I don't know if it will apply in this case, but I had a similar problem with a pre-1990 Maverick 88. What was causing the hang up was that the single action bar was rubbing against the slot for it in the receiver, which made the top and bottom of said bar rough. I fixed it by smoothing it out with a smithing stone, and the issue was fixed. A quick reblue, and it was good to go.
Probably not the problem, but it may still be worth checking for. Good luck, and keep us posted.
