It looks like someone with really short arms modified it so they could shoot it, either that or its an attempt to make it look like a "bonnie and clyde" whipit shotgun. Course would saw part of the stock off his shotguns and call it a "whip-it" cause he could whipit out from under his coat when needed.
I've got an NEF Pardner 12 ga with a short fully rifled bull barrel but is never modify my stock like that.
