You are looking for a semiautomatic, CA legal, SHTF/militia rifle to fill a few roles
Not knowing your budget, I would recomend the following..

exact build would look like this..
1. Criterion 18.5in chrome lined bbl. (22in if more muzzle velocity is desired and the OAL of 44in is not a factor for you.)
2. Either an M14SA rec with ARMS#18, or Basset mount, or M25 rec along with the extended rail.
3. SEI gas lock front sight (hooded), and Vortex direct connect flash hider. ( In your case, a CA legal muzzle brake.
4. Synthetic USGI stock with adjustable comb.
5. Built by LRB,or SEI.
6. Good quality magazines, such as the current CMI.
7. SEI,or Sadlak extended mag release.
Some decent alternates include the M1A Bush/Scout rifle..
Or better yet, a rifle built to similar specs using a different receiver, such as a FA, AC, FO, PT, or NorincoM14S, such as this one....

Note: This rifle cost me less than the M1A-A1 pictured above it did.
Reasons:
1. I prefer 7.62x51mm/308 for hunting med to large game, especially for distances of over 200yds.
2. There's already enough intermediate caliber rifle totin folks to do all the "room clearing", but if it did, I would use "other" methods to do this, and have trained to do this with an M14 at work regardless. My tactics would not involve much of that. Better for me to keep at a distance if at all possible. Also has a better ability to reduce cover and penetrate body armor.
3. The rifle is very reliable under less than ideal conditions, and provides plenty of precision for the role of SDM, as long as the person behind it can.
4. Re-supply from "liberated" ammo would not be a big concern of mine, as I believe there would also be "liberated" rifles/other equipment as well
5. Plenty of upgrades for this rifle if I wanna do something different.
The extra weight of ammo as compared to intermediate caliber rifle/ammo weights is worth it for me at least.
Whatever you decide upon, I would suggest that you learn your rifle inside and out, learn or keep good shooting habits, and buy enough ammo to keep said skills up to snuff.
One last thing that you dont hear alot about, but is very important overall...... Physical conditioning and health. I cant stress this enough. Unlike a rifle, you are stuck with your body, so maintaining said body should be of high priority.
