Single shot semi's
Is there a semi-auto shotgun (and/or rifle) that allows you to lock the action to prevent the cycling of the bolt after you fire?

Several models of older Stevens/Springfield 22's allow you to push in on
the operating handle and lock the action to keep the bolt from cycling
when fired.

my saiga 12 i can set the gas plug to be single shot and have to manually cycle the action.

Winchester model 55 .22 rifle was a single-shot automatic.

I heard the mini-14 is sold in Canada with the gas port plugged to force manual bolt operation per some of their laws. Not sure if it is true, but it would make it a 'manualy operated' semi to do that....

I was thinking in terms of a feature. So I was aware that some rifles allow the gas port to be closed. But most semi shotguns are basically blow back operated.

The browning Auto Five has a lever on the left side of the receiver that allows you to cycle only one shot.

I'm pretty sure you can do that with an FAL.

Many piston operated firearms with adjustable gas settings will allow you to shutoff gas blowback. Sig 516s for example have this option.

There is a company that sells a mag with a aluminum single shot plate that goes on the top of it , its grooved so you can drop in another round and slap the paddle and it shuts , locks open every shot . cant remember who sells it
