I rune in to the issue when I work on cars and some times I have to drill them out I don't know if you can do that on a ar but just my .02 cents

No. It's the damnedest thing. I even tried a titanium bit on a high speed dremel and it would just spin on the dimple I made, didn't even bite into it.

I'm at a complete loss for what to do...

Have you tried using any liquid wrench or WD40?

You really need a hydraulic or pneumatic press, but since you don't have access to one... If you are going to try to drill them out, you could try a diamond coated, glass and tile bit.

I couldn't change out the gas block on my Bushmaster AR-15 for the same reason. I took it to a gunsmith and he couldn't do it without a press. He said the barrel was coated after the block was installed and that coating is super strong. You have to break the seal of that coating around the rivet and it takes a lot of pressure to do it. I think it is manganese phosphate.
