1200 or less, Daniel Defense, Bravo Company Manufacturing, Colt 6920. The best 3 in that price range.

Look at a hi point 995ts. There only 300 bucks, they have rails all over for that tactical stuff, and they shoot 9mm rounds so the recoil will be light. You could probably get it all decked out for less then 600 then use the rest of your cash for ammo.

An AR in pistol caliber might be appropriate. 9mm is practically the cheapest center fire ammunition you can buy, which means more time on the range. And it's plenty soft on the shoulder.

An SKS is an intermediate battle rifle to be exact.

You could also go the Ruger 10/22 route and spend the extra money on a tacticool stock, all the accessories you want, and decent red dot or scope or both. 22LR ammo is cheap on the pocket book and you can shoot all day long without worrying about a sore shoulder.
