I did notice the handle did take a good amount of force to charge.

I had the same problem with my LR-260H.
Take the buffer and spring out of it,and look at the spring. If it is painted RED on the end,it's the wrong buffer spring-it's way too heavy for the rifle.
DPMS was a pain in the ass with me on the phone when I called them about it on mine. They even accused me of swapping out the spring,as they said they didn't have any with red painted ends.
I cut 3 coils off of it to make it cycle, and my local DPMS dealer gave me a new replacement spring for it with Yellow painted ends.
After swapping out the springs, the rifle functions flawlessly.

I don't know where they came up with those heavy springs, but I have the same spring for my 458 SOCOM when you shoot 500 grain or above bullets through it. That spring is a stiff SOB!

Mine was the same way out of the box,and it wouldn't cycle correctly.
I'll bet if you change out the buffer spring,it will fix your problem.

Same thing with one of mine. Wrong spring, dpms has had some quality control issues on this in the past. I think someone at the factory picked up a box of the stiffer 458 socom springs by mistake. Advice given is good. Cut it down a coil at a time or swap it for the yellow end spring.
