There has been a lot of good advice given in this thread. Here's what I think I'm settled on:

Savage 11 Hog Hunter .308 20" medium/heavy barrel with threaded muzzle. $410-$450.00

Vortex Viper HS-T 4-16x44. ~$550.00-$600.00

That leaves $450-$500 for rings, dies,ammo and maybe a bipod for bench work. This setup would make for a decent hunting/target rifle out to 600 yds. The only down side to the rifle is the internal magazine and cheap stock, but for $400-$450 you can't have it all.

Is that thing drilled and tapped for a scope?

Yeah, it comes with the open sights, which haven't gotten the best reviews. I may pull the trigger on the gun and see how well open sights work out before making a decision on the glass. I like the balance between hunting, target and tactical options with both the hog hunter and vortex HS-T scope give me. There is supposed to be a stock mod to make the HH accept detachable box mags too.

They have em or at least very soon. I have a store 30min from me in greenville sc they just opened up.

A Browning BAR sounds like just what you need. Its a semi-auto with a 4 round detachable mag. I advise you to reconsider buying a scope. Vortex makes some great budget scopes, their crossfire II runs anywhere from $170 to $270 but don't let the price tag fool you. They are great scopes, I have 2 of them and have nothing but good things to say about them. The Browning BARs however are a little expensive. I think they retail for around $1100-$1200. If you got a used one you could probably get the gun and the scope for under a grand.
