I've seen USGI surplus on ebay, although apparently they aren't allowed anymore. There are a couple of bayo sites that have them for sale. Of course you can check out your local gun shows too.
If you need one for an M1A (M14), the bayo you are looking for is the M6. Plenty of NIW around for the $50 range. Look on GunBroker if Ebay doesn't have any.
