Nipple size
Assuming the nipple on my CVA mountain rifle was for #11, I purchased a nipple wrench and straight line capper for #11. The wrench is way too small to fit. Are there other sizes and what are they?? How do I measure the size I have and where on the nipple? Is it the cap size in diameter?

It sounds like you may have an Inline wrench not a side lock wrench. Do you have the correct inline capper? The Cash Capper is a much better capper for sidelocks.
