Black Powder legal question
 
I have a black powder repro of a civil war vintage musket for sale on an auction site. If the winning bidder is from California can I ship it directly to him or do I have to ship to an FFL holder? It seems like some states treat black powder rifles like any other rifle, and other states have no restrictions.

CA uses the same definition of "antique" as the Feds. A muzzleloader that uses loose ball and powder is an antique, even if made yesterday, and may be shipped directly to the buyer- including Californians.
