Well my brother in law has a Winchester model 94 that he says hell give me one of his other .22s if I fix the winchester. So here's what it does. You load it up and fire but you pull the trigger and nothing... Keep playing with it and it'll fire one round but won't cycle anythin else. Doesn't even kick out the shell. So any ideas on what it can be?

The Model 190 is not one of the easiest to clean.

I would start by looking for a user's manual (with take down instructions). Take a good look at the bolt and see if (by somebody dry firing it) the firing pin is hanging up.
Then a thorough cleaning and inspection of parts.
